FirstNet Contracts Consultants for Formation, Business, Technical Plans (3/5/13)
The National Telecommunications and Information Administration (NTIA) has awarded several contracts for consulting services to the First Responder Network Authority (FirstNet) board of directors since its formation last August.
On Sept. 13, the Census Bureau’s Contracts Office, on behalf of NTIA, awarded a multiperiod prime task order to functionalIT, a professional woman-owned small business. Under the contract, the vendor will provide advice and guidance to NTIA for management oversight and acquisition planning associated with the formation of FirstNet.
FunctionalIT will work with NTIA and the FirstNet board to advise and assist with forming the organization and acquiring services. The vendor will help supplement NTIA’s limited staff to assist the board with acquisition and project management support, a FirstNet spokeswoman said.
The task order was awarded as a time and materials (T&M) contract that includes a six-month base period with a ceiling of $650,000, and two six-month option periods of the same value. The total contract ceiling price is $1.95 million.
Separately, the National Institute of Standards and Technology (NIST) Contracts Office, on behalf of NTIA, Nov. 15 awarded a six-month contract to Workforce Resources. The vendor will provide consulting services to NTIA in support of business and technical planning and to assist with start-up activities for FirstNet.
Workforce Resources provides support to federal, state and local government and corporations in the area of project management and staff augmentation. The consultants of Workforce Resources will assist NTIA and members of the FirstNet board of directors with the development of business and technical plans for FirstNet.
The contract was awarded as a time and materials (T&M) contract for a period of six months with a ceiling of $4 million. NTIA can directly contract with Workforce Resources through the 8A Business Development Program of the Small Business Administration, under which this firm is authorized, the FirstNet spokeswoman said.
